Job Description

Puget Sound Energy's Transmission Strategy & Planning department is looking for a Supervisor for their Local Transmission System Planning team. The Local Transmission System Planning team plays an integral part of PSE's Transmission Strategy & Planning team by evaluating local transmission system reliability and resiliency to identify opportunities for relieving system constraints and increasing customer reliability through transmission solutions that meet FERC, NERC and WECC requirements and PSE's Open Access Transmission Tariff (OATT).


The supervisor will be responsible for the supervision of technical staff, inspiring bold and creative thinking, providing strategic direction to the team, building collaborative working relationships with peer stakeholders, development of guidelines, performance metrics and reporting, setting priorities, and developing robust analysis and strategies to drive business objectives. We are looking for someone with supervisory experience and familiarity with transmission system planning and/or operation. The ideal candidate has utility experience working with technical and non-technical stakeholders and is involved in industry working groups relative to transmission planning and/or policy.

This job is considered "safety sensitive" as defined in RCW 49.44.240 and is subject to pre-employment drug screening that includes screening for the presence of marijuana and marijuana metabolites.

Job Responsibilities
  • Employee Development & Team Building - Provides employees with coaching, feedback, and development opportunities and builds effective teams:
    • Demonstrates a passion for safety. Promotes and supports a culture of total safety including eliminating at-risk behaviors, hazards, and near-misses and attending safety meetings.
    • Sets clear expectations and holds employees accountable for performance as well as safety goals/targets where applicable.
    • Identifies potential areas of weakness with assigned work and initiates corrective action.
    • Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is completed.
    • Challenges and inspired employees to achieve business results.
    • Accountable to ensure employees adhere to legal and operational compliance requirements, including FERC, NERC and WECC compliance and PSE's OATT, as well as safety standards.
    • Conducts and ensures the completion of performance reviews.
    • Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer, and safety results.
  • Technical Skills - Supports the development of transmission projects and compliance with NERC Reliability Standards through the review of technical study work:
    • Proficient in powerflow and transient stability concepts, including familiarity with PowerWorld software is preferred.
    • Familiar with NERC Reliability Standards applicable to the Transmission Planner and Planning Coordinator.
  • Facilitates solutions to unique problems by leveraging employees' technical skills and providing guidance with regards to PSE's business initiatives.
    • Ensures team is strategically focused in daily duties and projects.
    • Motivates team to achieve corporate and department expectations.
    • Develops and administers team goals and manages/measures performance of technical team.
  • Leads team and provides technical guidance on evaluation of the system, including feedback on study scenarios and mitigation measures for identified constraints.
  • Reviews the work of internal and external (consulting/contract) engineering staff.
  • Communicates solutions to personnel possessing a wide variety of educational and employment backgrounds.
  • Ensures compliance with codes, standards, and design, operations, and maintenance requirements.
  • Supports emergency response work as requested, including immediate and extended restoration efforts driven by weather and other system failures,
  • Represents department at team meetings.
  • Performs other duties as assigned.
Minimum Qualifications
  • Bachelor's degree in Electrical, Mechanical, Civil Engineering or other appropriate engineering field (a WA State Professional Engineering license may be considered in lieu of a degree).
  • Extensive experience in engineering analysis, planning, design, specification preparation, maintenance, project cost estimating and scheduling (typically achieved after 10 years' practice as a degreed engineer).
  • Experience leading engineering projects.
  • Strong interpersonal and communication skills.
  • Demonstrated experience in working effectively and collaborating with a wide range of internal and external customers.
Desired Qualifications
  • Experience working within the utility industry.
  • Possession of a Professional Engineering License.
  • Leadership training.
  • Previous supervisory experience.

The pay range for this position is$80,800.00-$195,400.00, and this position is eligible for annual goals based incentive bonuses.
