Salary range is $65k to $150k, with a midpoint of $105k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under general direction track and coordinate new and existing facilities-related projects from conception to completion. Provide input on budgetary requests, review, and edit project requests, and create periodic reports on current and future project projections. Assist in 3-, 5-, and 10-year project planning and help facility managers develop project scopes and new project recommendations. Perform cost analysis of current and future facilities projects, identifying potential risks and challenges and proposing solutions to address them. Identify and facilitate grant proposal opportunities. Collaborate with project stakeholders and project managers to track project timelines and periodically provide updates to management teams. Maintain complete records and files essential to a complete analysis and reporting of project-related matters, ensuring successful project planning and execution while maintaining the facility's assets in a cost-effective and efficient manner.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Develop, gather, track, and maintain summaries and timelines for repair, replacement, and new construction projects from individual project managers.
  • Coordinate and track project schedules in coordination with project managers and site owners to review against competing resources and customer impact.
  • Analyze total cost of ownership impact for new and proposed projects.
  • Develop detailed documentation for internal cost estimates for internally managed projects and proposals in support of individual site owners.
  • Develop, review, and edit scopes of work for initial project request submittal and reviews and contributes to scopes of work prior to contract.
  • Develop and track engineering consultation requests and follow up on engineering recommendations.
  • Perform analysis of existing facilities equipment and systems to recommend repair, refurbishment, or replacement based on life cycle and performance data, including estimates of duration, customer impact, cost, and resource allocation.
  • Contribute to budget and resource requests and forecasting for future project needs.
  • Coordinate with facility system owners, operators, and contractors engaged in facilities maintenance planning development.
  • Work closely with facilities operations and maintenance staff to determine scheduling, asset usage, and maximum life span prior to replacement or rebuild.
  • Review project needs and recommend opportunities to consolidate, coordinate, and modify projects from a full system view to maximize the use of available resources.
  • Identify and develop grant proposals based on current and future needs.
  • Stay abreast of technical developments in project management and construction and maintenance codes through participation in peer reviews, industry committees, and other technical groups or associations.
  • Maintain and audit essential records to support required management reports to include, but not limited to project history and scope of work files, blueprints and as-builts, construction contracts, cost estimation, warranty documents, and budgeting data.
  • Act as Project Manager for internal process improvement projects (non-construction) and support minor repair/replacement projects (construction) as required.
  • Compile post-construction feedback to provide to the design team to incorporate lessons learned into future designs.
  • Provide support to the division/department and others on matters as directed; serves as staff on a variety of committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to facilities maintenance; recommends / incorporates new developments as appropriate; ensures processes, policies, and practices are developed, interpreted, and applied consistently and effectively; performs regular reviews of agency Standard Maintenance Procedures; ensures accountability and compliance with all current and applicable state and federal laws, agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Engineering, Facility Management, Construction, Project Management, Mechanical/Electrical Maintenance, or closely related field and four years of project management and/or planning that includes budget planning, technical research and analysis, scope review/development, and/or project cost estimation; or an equivalent combination of education and experience.

Required Knowledge and Skills:

  • Operational characteristics, services, and activities of facility mechanical and electrical systems, such as: chillers, air handlers, VAVs, ventilation, switch gear, ATS, UPS, generators, elevators, escalators, sump pumps, oil water separators, and general plumbing systems.
  • In-depth knowledge of project management best practices, scheduling, and documentation.
  • Reading and interpreting blueprints.
  • Principles and practices of HVAC, electrical, and plumbing (MEP)
  • Interpreting and applying applicable standard operation procedures, standard maintenance procedures, and operating rules. Familiar with codes, standards, and guidelines, such as: ASHRAE, NFPA, APTA and NETA.
  • Principles and procedures of record keeping.
  • Public relations principles.
  • Principles and practices of program development, management, and administration.
  • Policy and procedure development.
  • Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
  • Warranty administration policies and principals.
  • Industry codes, standards, and certifications.
  • Pertinent federal, state, and local laws, codes, and regulations as they apply to transit operations.
  • Principles and practices of governmental budget preparation and administration.
  • Principles of business letter writing and basic report preparation.
  • English usage, spelling, grammar, and punctuation.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the public.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Demonstrating a positive customer service orientation with both internal and external clients.
  • Strong analytical and problem-solving skills.
  • Interpreting and applying applicable federal, state, and local policies, laws, and regulations.
  • Preparing and analyzing complex data and comprehensive reports.

Physical Demands / Work Environment:

  • Work is performed in a hybrid office and field environment.
  • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 50 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, potential physical harm, hazardous chemicals, infectious disease, and extreme noise when working in the field.
