Navy Maintenance Subject Matter Expert

Position Summary:
Life Cycle Engineering is currently recruiting Navy maintenance Subject Matter Experts with expertise and knowledge in Project Management concepts and for specific skilled positions in Victoria, BC. SME will provide over the shoulder mentoring and coaching of project management best practices and guidance, for the various skilled position such as Project Superintendent, Assistant Project Superintendent, Zone Manager and Lead Scheduler.

This work will start in summer of 2024.

Clearance Requirement:
  • Must be a US citizen with the ability to obtain/maintain a DoD Secret security clearance.
Essential Functions and Responsibilities:
Zone Manager/Scheduler:
  • Coach and Mentor Victoria shipyard personnel in project management planning, scheduling, and execution of primarily Submarine Repairs at Victoria Shipyard, Canada.
  • Aid in optimizing and enhancing a Project Schedule utilizing Milestone Management concepts.
  • Reviewing current schedule and identifying opportunities and recommendations for schedule enhancement regarding development of additional milestones with a focus on the completion of major key events.
  • Share knowledge of scheduling methodology, work break down structure, technical, strategic, or cross ties, MT phase networks, Critical Path analysis and prioritization of daily work.
  • Optimization of a routine for weekly schedule maintenance and method of accountability for an updated and accurate schedule.
  • Provide recommendation on the format and key participants of schedule reviews and milestone management meetings.
  • Assist project schedulers and Zone Managers with development of WBS, schedules activities, sequence of work, and identification of the appropriate ties to produce a viable and executable resource loaded schedule.
  • Provide industry best practices regarding the identification and mitigation methods & management of Critical Path work.
  • Provide recommendation on areas of the overall scheduling process that could use improvement.
  • Provide guidance on the usage of scheduling data to manage daily work priorities, projection of resource requirements and interface work with other project Zone Managers.
  • Assist project team with Work In Progress (WIP) management and thorough-put.
Project Superintendent/Assistant Project Superintendent:
  • Coaching and Mentoring of project personnel on utilization of Milestone Management and Project Metrics while executing a submarine availability.
  • Coach project personnel on utilization and methodology of Milestone Management.
  • Aid in strategies towards Zone Manager ownership and responsibilities of executing an assigned milestone.
  • Assist with the format and implementation of meetings (Weekly Drumbeat) that will be beneficial and aligned with milestone management concepts.
  • Provide recommendation on various project meeting format, effectiveness, value-oriented, accountability and achieving the desire results.
  • Review Project Goals and Execution Plan with Program Manager and provide recommendations for improvement or effectiveness.
  • Assist and Coach Project Team members; Program Manager, Deputy Program Manager, Operation Delivery Manager, ZM and Scheduler on the following critical areas of executing a successful project; Interpret Metrics, Schedule Management, and Communication.
  • Provide recommendation on areas of the Project Management Concepts that could improve overall execution efficiencies.
Required Education, Skills, and Experience:
  • Minimum of ten (15) years naval shipyard experience in the operation, repair, maintenance and planning/execution of submarine availabilities.
  • Demonstrate an ability to interpret metrics, schedules and data analysis.
  • Familiarity with project management concept, tools and processes.
  • Ability to utilize computers including the Microsoft Office Suite for compiling information for reports and history files
  • Ability to communicate effectively in writing and orally.
Physical Demands and Expectations:
  • Regular physical activity to include walking, climbing stairs, and standing; frequent periods of prolonged sitting / kneeling may be required.
  • Maneuvering around tight spaces in a shipboard environment
  • Ability to speak, read, hear, and write, with or without assistance.
  • Ability to use phone and computer systems, copier, fax and other office equipment
